the moon stone and sun stones do NOTHING to eevee, despite what another answer may say. don't believe me? try it for yourself.
you may already know that there is no real 'time' frame. that is, there's no way for it to be nighttime or daytime to evolve eevee as you want.
you may already know that eevee turns into espeon during the day, or umbreon during the night.
so, beings that you need it to be a decisive 'day' or 'night' time, and that is not available on fire/leaf, one would deduce you cannot obtain them in fire/leaf.
how then, can you get these two evolutions?
trade to ruby/sapphire/emerald, because those three games have time in them, even if you never need the clocks for any other reason.
after you trade to ruby/sapphire/emerald, you need to bring their happiness up all over again, beings that the new cartridge means a new trainer.

Ohhhhhh does this bring back memories. Yea...... Alright first I think you have to find a moon stone to evolve the Evee,atach it to the Evee,then trade it! Trust me, I'm a master at this.
