The producers/writers/whatever come up with the title for movies and tv shows.
The titles are usually:
- simple, vague, yet covers the whole topic
- catchy with a "zing" to it
- a reoccuring theme on the movie/show
- an important line in the movie
- something so complex that it would take hours of pondering to interpret
- stupid and cheesy

Many titles for films, TV shows and books come from classic literature. Shakespeareian lines often see new light as titles of fiction.

based on what the movie or tv series is about...for example...the TV show Everyone Hates Chris was named that b/c every episode is about everyone hating on Chris!
