Cookies definatly! So much more variaty then brownies. Brownies are bacialy fudge chocolate and peanuts. but with cookies u have sugar, chocolate chip, Ginger snap...... etc.
So when it comes to brownies vs. cookies cookies are #1!!!!

It depends on the consistency of both. I like soft and chewy cookies over cake-like brownies but moist and soft brownies over hard cookies.
