Could be neuropathy. If you suffer from herpes zosters or have in the past, this is a very common side effect. Some Ibuprofen may relieve this. Also if you are not circumcised, you could have phimosis. This is an infection of the tissue beneath the foreskin. You should see a doctor for this condition. It will only worsen. Good luck.

Okay so if you find it painful, adjust yourself pull your foreskin back into position; or if you prefer to leave it exposed rub a little vaseline over the head.
