I wouldn't recommend buying shoes or clothes, because a perfect fit is so important in dancing. A gift voucher for a dancewear shop would be a better idea.

Instructional DVD's are a good idea, but only if you know what standard the person is - no point buying an advanced level for a beginner, and vice versa.

I generally appreciate a good dance bag, either for holding my dance shoes or a bigger one for all my dance gear. Most dance shops sell them. Bags do wear out so it's something most dancers will use.

Other than that, it depends on the kind of dancing. A flamenco dancer can never have enough shawls or flowers for her hair.

Or maybe a painting or photo of dance shoes or someone dancing. I have a few of those hanging in my bed room. They're really beautiful. one has toe shoes and a rose on the keys of a piano. buy anything related to dance pretty much!
