I looking for something different than Skype, because with them the people who receives the call have to have Skype too. I want to be able to call to anyone with a normal phone line using my computer. I am not looking necessarily for a free service, I am willing to pay under $ 30.00 dollars for the monthly service. Thank you

Use Skype Out, it allows you to PC to Phone

SkypeOut is a low cost way to make international calls from Skype to friends who still use traditional landlines or mobile phones. That means calling anyone, anywhere in the world at local rates. You will need to buy Skype Credit to make international calls.
About Gizmo: when the linux version comes I cannot resist not to install
it on my computer - but the prize for callout is many times the prize for SkypeOut :-)
For example: to call to Norway costs 0.049 Euros/min to call with Gizmo ?
Or do I confuse here ? (SkypeOut: 0.017 Euros/min)

It is a bit complicate to reprogram the SIP based hardware which I also have.
And it takes time, money and attention to buy new hardware - which also makes
my house disorganized.

About relyability: I notice that Skype is significantly more relyable than
MyWebCalls (based on ther hardware Grandstream Handytone).
MyWebCalls is a bit cheaper, and can be used via a regular (cordless) phone -
but I cannot rely on it.
