Significant. The entire foreign affairs budget (State Dept plus aid to other countries and international organizations less military aid) is less than 30 billion. So 1 billion would be a 3-4% increase.

It always helps (if used wisely).
International affairs is like preventative medicine for countries. Would you rather spend $1 billion now, or $50 billion in the future on the military?
