Wait until maybe January or February before it leafs out in the spring. Be sure to do things like this while the tree is dormant.

When it starts barking,,,I'm sorry but I couldn't pass on that one. Please refer yourself to a nursery or a tree surgeon, they will have the answer for you and that is only due to the area you might live in and the weather as well.
