A lot depends on your geographical location. Best time will vary quite a bit depending on your planting zone. Since you didn't identify a general location, all I can do is point you in the direction of your answer. A Yahoo search for "dogwood tree care" (include the quotation marks in the Yahoo search box) yields 570 results. If you do the same search, and are willing to spend a little time exploring, I'm sure that you will quickly find the information you seek.

Wait until maybe January or February before it leafs out in the spring. Be sure to do things like this while the tree is dormant.

When it starts barking,,,I'm sorry but I couldn't pass on that one. Please refer yourself to a nursery or a tree surgeon, they will have the answer for you and that is only due to the area you might live in and the weather as well.
