I tried using the calibration tools on the printer, but the pantone colors are still off. Is there a utility I should be using?

I am assuming that you are using the colour profiles provided with the printer software. Try using the colour profiles in the program that you are using for artwork. You will never have an exact match since the chart is based on pigment inks and your using laser. In the printing business certain printers are known to favour certain colours. Xerox are known for the levels of blues it achieves and Cannon are known for pinks.

Colour is mostly effected by the output file and what program wrote the file. There is no easy fix for this without getting into major dollars. Colour calibrating tools. You are best to work on achieving the closest match with profiles available to you and adjusting artwork.

I have at times printed and pantone chart from the printer and compared it too the actual pantone chart. When I found the colour the matches the best I would adjust the colour in the artwork to the colour code of the matching one. I hope this gives you some help but I know it won't solve the issue completely.
