It has been a number of years since I lived in San Diego and went to this beach but many year back the most secluded semi-public beach was Black's Beach near Torry Pines Beach. There were only 2 ways to get there. Wait for low tide and climb the rocks from Torry Beach or go down a rather treacherous hill. Also at that time it was a clothing optional beach. Not really in the legal sense but unless someone made a written complaint to the SDPD there was little enforcement to put your clothes back on.

ummmm this isn't really an answer its more like advice...... you shouldn't ask that on this because then people will probably read the answers and the beach won't be secret anymore...
