Baking soda is NaHCO3. Baking powder is baking soda and an acid ingredient such as tartaric acid. Yes water will make it fizz s the water allows the soda and acid to mix and release CO2.

Baking POWDER does because it contains sodium bicarbonate and an acid compound such as cream of tartar. The acidic tartrate and basic bicarbonate combine to release CO2. Baking SODA will not, because it is only sodium bicarbonate.

Baking powder contains sodium bicarbonate (NaHCO3) and a tartrate salt such as potasium acid tartrate (KHC4H4O6).

When the mixture is added to water the reaction is:

NaHCO3 + KHC4H4O6 ---> KNaC4H4O6 + H2O + CO2

CO2 is produced and you can see the bubbles.
