On the beach? No. Along the general area of the western US? Yes. Amtrak's Coast Starlight runs from Seattle to LA (hardly what I'd call a short line)

I think there are two: The Pacific Surfrider and the Coast Starlight. Go to www.amtrak.com. You'll be able to get more info.

No, but there are several short lines that run in the vicinity of the coast...just not north and south along the coastline.

I have taken am-trak from Santa barbara down to San Diego..beautiful trip...follows the ocean
