23rd birthday party coming up, should include foosball, pool, ping pong, maybe arcades, pizza...cheap
if you have any better ideas let me know

Why not try miniature golf and disposible cameras...or if you want to save money you could start at home and have food and beverages there and go to a bar with the pool, arcades, bowling,or whatever you have in your area....this time of year a party in the park could be nice too...you can play some old fashion games like three leged sack race or balance an egg relays and egg toss contests...this can be more fun than it sounds.... one of my kids made up Jello castles in molds and cut it up like jello shots...and by having the party in the park they had plenty of room and nobody complained about noise ect...
you may have to forget the arcade if you want your money to go further.

This is what I did for my 23rd and it was a blast and I am still reaping the rewards of it 20 years later.
You can still do all the things you have mentioned but around the theme of.....matchmaker!
I had loads of single friends male and female. I knew them all well and one day decided to see if I thought any of them would be good for each other.
On my birthday I sent out invitations that had a questionnaire, it was simple and asked basic questions that really did not spark too much curiosity about why I was asking. We all had a blast but I just managed to swing people who I thought would hit it off together. I made 3 love matches that night!! They are all still married. The other couples who did not get married became better friends and some just did not work out. But it made my night very interesting and as I said I still reap the reward 20 years later knowing I helped friends find love.

If you are going to do all that, you need to find a bar that has all those things you want included. Take disposable cameras of the evening and have your friends take pictures so you can make a scrapbook later.
