Is he the same guy who plays Dr. Gaius Baltar on Battlestar Galactica? There's a bet riding on this, I say he's the same man.

It's a different guy, but they do look incredibly similar. I did a double-take when I saw Baltar and I'm a big Trek Fan, so it's hard to fool me.
Dr. Julian Bashir = Alexander Siddig
Dr. Gaius Baltar = James Callis

Julian Bashir was played by Alexander Siddig.
A couple of other guys, according to imdb.com, played Baltar. John Colicos & James Callis.
