I think his biggest failure was the failure to hide the stolen 2000 election.
Which led to his illegitimacy. 9-11 was a 'gift' but it hasn't covered this up.
His 2nd failure is a tie between the unecessary invasion and occupation of Iraq and his complete failure domestically.
His biggest success to be fair has been to make the wealthiest even wealthier.

It depends on the point of view... I think the Republicans, NeoCons, Right Wing Conservatives and Radical Christians feel it has been a huge success!
I think it has been a huge success and here is why... The Bush Administration initially convinced the American people that it was the correct course of action and it has helped him pad his pockets (The missing $8 billion) as well as further his political agenda. It was and still is all about control. If the numbers are down or the right feels that they need some love they raise the terror alert and the poll numbers seem to change overnight. Very sad really...

His failure to keep subversives at home from damaging the morale of the American people is probably his worst shortcoming, but that can be laid, mostly , at the feet of the Democratic Party as can the invasion from the south.
