I live in California, so I can't answer. I just don't understand why people move to a new country with a very different culture and tradition, then try to impose their beliefs and sensibilities on their new community rather than trying to assimilate. Why move in the first place?

I have heard that also but have been unable to confirm it.

You folks need to keep in mind the UK of which England is just a part is not a free country. They have numerous restrictions on speech, the press and religion. As well as expression. So if a local council says Xmas lights are banned then they would be banned.

There is no constitution that lays out what the government can and cannot do. Anything parliament says is legal is legal. The House of Lords used to be a small check on government power but since Blair has been elected he has been steadily eroding the power of that house.

Most places are allowed but some aren't because it offends some people because of their religion

It all depends on who is in charge of the councils where they are to be displayed, nowadays with so called political correctness most councils are afraid of upsetting some religious groups.
