A: it becomed a statement when the question is answered and u normally repeat the question, but in statement form.

I'm not sure which was the last.... honestly I don't care. But to answer this question.... when you stop searching. You know... for answers. SO I guess when you have the answer. Then you could make a statement.

When is implicit in the question the answer that you are looking for. No room for disagreement or a different point of view.

When you don't put a question mark at the end.
