I photo store developed my slide film and since I did not care for
slides, I let them put it on a CD. The quality is horrible. All photos are dull and have an overall effect of lines running down on all images. Also, when viewed at 100% it looks like a despeckle filter effect. How do I fix these problems?

NEVER correct something that can be done right in the first place. You will NEVER end up with results as good as you could have ad if they were done properly in the first place.
Go back to the lab, show them what a bad job they did and tell them that you want them redone. If they screw them up again then demand (ask nice first) your money back and get a better lab to them. Also find out what format them are being saved in. All the pharmacies here in the USA do them in really low quality .jpg. You want them done in a high quality (high resolution) loss-less format. You are using photoshop so you want them in .psd, right??? Every time you work on a .jpg and save it, it lowers the quality because it recompresses it and looses detail.

If cuite's method of transfering files onto a new disc does not work, you may have either a physically corrupt CD or photo document.

It helps if you could post a photo onto the net to have a look, preferably one without identifying you or your loved ones. I can then advise you better as to how to go do a touch up, something like a landscape or building.

Common techniques include masking affected areas, applying filters in the order of: optical effects, blur, smooth, sharpen, ( rastorize if required. ) Unless batches of whole photos are affected in a large way, there should not be a problem with restoration.
