JcPenneys, Talbot's, Chicos, Ann Taylor, Lane Bryant (if she's a plus size), Coldwater Creek, Fashion Bug, Cato's, or just about any store that sells more conservative clothing. Just stay away from the trendy stores, and out of the Juniors section.
