It stands for Young Offensive Bastard. Usually referring to the growing number of skinhead tracksuit wearing types found in the UK. Because of a terrible lack of Youth fascilities and a general apathy among the government, a lot of British youth have nothing to do but roam in gangs and beat each other (and strangers) up for fun. Favourite past times include beating your grand parents, mother, baby sister, or any other person you can outnumber 100 to 1 with your coward gang, getting drunk, playing with your 100watt cellphone on public transport, swearing, drooling, getting your 11 year-old girlfriend pregnant etc.
Least favourite past times incl: Getting beat up by your dad when he is drunk, or by the bigger coward gang in town, or your grand dad when he is drunk. Also it must suck when you look in the mirror and you realise you are dressed in a baby-blue tracksuit with $300 Nike shoes yet have never participated in any sport.

So... basically a UK version of the skinhead-hillbilly pimplefaced youth, in exercise gear (yes I can't stress the clothing enough...)
