Outer Banks is a cool place...and only a few people live there year round...it's hurricane alley...and I'm not certain you can even get home insurance. I'd talk to the commerce dept, per city to get an idea. And what about work? It's ,my understanding that it's mostly tourists...therefore seasonal.
Do your homework before you go.
I'm planning on relocating not too far from there, but mainland NC. (Oriental, sailing capitol of NC - near New Bern)

It's a tourist trap during the summer season and totally dead when the tourists are gone. Also, if there's a hurricane, there's only 1 way out of there...and we're due for another one.
