Use a water level ( transparent tube that will go all the way around the house, filled with water and that shows when the tube is level)

Vinyl, Lap siding or 4x sheet paneling?

Level and a chalk line, tape measure.. I generally match up the bottom of the bottom lap with the top of the foundation and start going up.
