It's also a rust inhibitor, so can go straight over any patches.

You should purchase a gallon of Rust Inhibitor first... a common brand is called OsPho. Apply it to all the rusty areas and wait one day. The rust will turn black. After it has all turned black, you just get yourself some good metal primer and apply it... then apply a coat of paint. One of the best metal primers is called Aquatic Grip and Seal.
You could save a step by just having the metal primer tinted to desired color. It's just a wheelbarrow and probably a waste of time to add the second coat since you'll be abusing the tool most likely.

a good idea might be this stuff we sell here at my work (not a cheap advertisement.... just a thought) called Chassis Saver. It's designed for frames on cars that are rusting. You paint this on and it's like a coat of metal that soaks into the rust, and won't rust again. Might not be a bad idea.
I'm not sure who sells it, but you might be able to search the web for it.

if it's really rusty sand it down with sand paper then you can either with spray paint or brush paint it with a rustorum type paint. spray can is a lot easlier if don't mind the over spray or mist in the air.

Try `Hammerite,` it comes in a variety of colours, any decent builders merchant will stock it, preparation is minimal and is widely used for iron features and cast iron railings.
