Assuming this 18y.o. F is a friend.....
A shopping trip with you to the store/mall of her choice. You tell her that you have a price in mind, but do not tell her how much you're willing to spend.
Once you and she start shopping, she can ask about items she's interested in and say "Is this in the budget?". If the item is within your pre-decided price range, you buy it for her. That way, she gets what she likes and doesn't have to go return something and you get the pleasure of her company while you're out.
By the way, for all you guys reading this. It works for women of all ages. I've been buying gifts for my wife this way for years and never once has she complained about not being surprised. Nor has she ever returned something I bought her. And they love you for going along, instead of just handing them a stack of "dead presidents" or your credit card and telling them to buy what they want. AND they don't mind if you sit on the bench in the malls while they go try stuff on as long as you're patient enough to just sit and wait. Sometimes, I take a book.
It's a lonely female who buys her own perfume. BUT, guys should never just buy a fragrance unless the woman has expressed her desires for that fragrance ahead of time.

How about a gift certificate to Bath & Body works, I bet she'd love all that sented lotion, bubble bath, etc... Or how about a Starbucks gift card, who doen't like them. Or how about a gift certificate to get a facial or manicure & pedicure.
