Upon seeing this question, I was immediately reminded of a line from the famous Thomas Hardy novel- "Far From The Madding Crowd."
If you have read it, which I find highly probable after seeing your intelligent choice of words, you might remember the incident when Gabriel 'Farmer' Oak helps resolve the difference between the young lady's waggoner and the man at the toll-bar.
The young lady instead of thanking Gabriel Oak or at least showing her appreciation by means of a quick smile or friendy glance, throws a careless glance upon him and tells the waggoner to drive on.
This led to Gabriel being piqued by the comely traveller's indifference and concluding that the lady is "full of herself" as depicted by the dialoge which ensues between Gabriel and the gatekeeper after the wagon leaves.
Gabriel mentions that he noticed "vanity" as the biggest fault of the beautiful lady. One could deduce that Gabriel based his judgement on somewhat selfish grounds. Had the lady thrown a fake smile or two, Gabriel's viewpoint might very well have been quite the opposite.
Now, to answer the question more specifically, I'd say yes, vain women do get more scorn than vain men. Another corollary of this theory is that more women get wrongly accused of VANITY than men.
Let me try to answer why-
1- Prejudice.
Women who are reserved or shy by nature perhaps unwillingly make themselves unapproachable by men. Men upon encountering the rare sight of an untalkative lady soon pass their judgement; that the lady lives in her own world of false self-pride.
Sadly, many men don't view women as human beings with emotions. Instead, women for them are "targets" to achieve and failure in doing so leads to a shattered, shallow pride.
2- Presumptions.
I had a beautiful girl as my classmate in school. I still remember her first day in our class. As the young lady entered the room, I was amused to hear the remarks made by my fellow mates. One said, "She's gorgeous, must be having an inflated ego." Another remarked- "What does she think of herself? She didn't even look at us." Someone even started guessing the wealth and time she must have spent in grooming herself. I was amused and disappointed at my friends.
Turned out that she was a pleasant personality with no false pride or pretentions at all. In fact, she came from a poor family and was naturally beautiful due to her merry spirit.
Us males oftentimes create a mental picture of arrogance and snobbery as we view a physically pleasing female personality.
3- Sociological Guidelines.
Yes, there is a difference in the scales to measure vanity for both genders. What is manliness for a boy, is vanity for a girl. If a man doesn't say "thank-you" or "sorry", it's his "chilled out" attitude but if a woman fails to do so, she is ill-mannered and vain!
I absolutely despise these double standards and prejudiced behaviours. I'd say that in general, women might or might not be more vain than men but they surely are discriminated and judged harshly in comparision to their male counterparts. The reason of which perhaps lies in the age-old doctrines set by the social and moral police of societies.
Just because a women doesn't treat you specially, doesn't mean that she's vain.

Yes, and strong women have it worse then strong men. I am seen as ignoring my family and being selfish where as a guy would be seen as "taking care of business"
