If by "lib-tards", you mean Libertarians, to the first part; yes and no.
Are most Libertarians patriotic Americans? Yes. We love our country and believe that a more limited government is the best for it. Do we take a secret delight when the giant, fumble-fingered beauracracy slips up a bit? So long as the results are fairly harmless, yes. (9/11 etc. was NOT harmless.)
As to terrorists, we do not support violent agressive actions against anyone, particularly civilians.
I assume that by "pandering" you mean opposing the measures enacted under the Patriot Act, tourture, indefinite imprisonment, etc. We believe that many of the actions of the Federal government in recent years are unconstitutional, not to mention overly intrusive and immoral, to boot. The freedoms we have sacrificed have not gained us enough security to be worth it. We cannot destroy what America is in order to save it.
