Is the t-stat in the same room? If so then the t-stat could be out of level(Mercury types) or reading room temp incorrectly(digital). If the t-stat is in a different room then close the damper down for that room(generally near the main duct line, or damper the register in that room. Worst case if the heat won't shut off there may be a stuck relay on the circuit board. then call an HVAC tech.

Not sure what kind of heater you're talking about, if it's a central house heater, call a repairman out. Could be it needs a cleaning. My parents had that problem with their AC. Kept running and running, wouldn't shut off. Turned out it was filthy, previous owners obviously never had it cleaned.

Sounds like you have a bad thermostat. Make sure your thermostat is centrally located also, it could be cold where your thermostat is mounted and just hot where u are feeling it at.

Have the temperature controller or thermostat checked. Perhaps all you need to do is turn it down to a lower setting.

check the thermostat and if the room temp is above the set temp on the thermostat, replace it.
