That's sort of the same as asking if you can write to an internet site and get a degree or a certificate and be a minister, just on your say-so that you are religious and that you have the fee.
Karate, Jiu-jutsu, Kung Fu, Aikido, Wu Shu, Tae Kwon Do, all require training in person, to make sure that the person learns the movement, and further training in person to make sure that the person knows the meaning of the movement, and testing in person, to make sure that the person knows how to apply the movement successfully, to defend himself or herself.
Would you buy a Kung Fu tape, and mimic the moves, and apply to the tape (not the tape's manufacturer) for a promotion? That would be silly.
Without knowing what to do, and learning, by doing, with a cooperative partner and a good instructor, you might as well be taking ballroom dance lessons by mail, without a partner.
