All govt departments are corrupt, the stages of corruption varies depending on the Minister/Officers heading the respective departments. The only exception being the Armed forces where corruption is minuscule and where, when people are caught action is taken very promptly and swiftly.

Difficult to quantify corruption in any particular dept.Also no foolproof survey has been made.
