'To hustle' means to be kind of aggressive and hurried. To hustle up some pancakes is to move energetically and hurriedly to make some pancakes. The hurry and aggression can be kind of rude, or even so rude as to be unethical. I needed to hustle up some cash so I went out and begged for it, or pimped, or tricked some people into giving me some money. One way some unethical people hustle up some money is by playing certain gambling games, like pool or cards, and pretending not to be a good player, which gives the opponents a false sense of confidence, which in turn makes it easier for the hustler to win.
So to call someone a hustler is usually meant to say that s/he is inconsiderate and exploitative and in a hurry to get what they want.
