Norton will slow down your PC and its also a resource hog.

Pop ups are a sign that your PC is infevted with spyware.

Here is a list of free scans.I would recommend running ewido first.

Popups could mean spyware. Nortons is an Antivirus. Try Adaware and Spybot (get them free/legally at download.com). Scan with them clean it up. Disable all programs that start on startup. To do that go Start> Run > type "msconfig" > click the startup tab >uncheck programs that you know> restart. A window will pop up telling you that your startup changed. Check the box saying dont' show again and then click ok. Disable MSN or any otyher chat program through the options window in each program. If that doens't hselp revisit the startup slecletions (msconfig again) and deselect one at a time, restart and see. There are some items you should not turn off. If all else fails, you can back up and format (that's what us tech people do when our systems get too slow) that can correct the issues too.

1st: Uninstall Norton, then uninstall Microsoft. Then run a system scan. After that run defrag.

Once all that is completed, reinstall MS then do a custom install on Norton so only the anti virus installs. This should speed up your system. Also, make sure there are very few to no icons on bottom right corner of start tool bar and on the opening screen.

Get rid of norton uninstall reboot go to search seek out all the files its buried in your system most under the name symantec reboot. make a note norton suxs real time. seek avast on the web install it and enjoy what a real av should be. Honestly norton hoggs ur system and is over rated. Hope this helps as ive been there.

norton in well known to eat up loads of ram when installed on laptops, nobody really knows why norton have to use so much memory when other scanners(like avg/avast 4.7) can get away with using nearlly no ram
the simple solution to your problem is basically ditch norton for a easier yet just as secure anti-virus suite
if you can pay for software you cant go far wrong with f-secure,this uses very little system resources and boots up in around 30 seconds ,it has anti-virus,anti-spyware and also a rootkit scanner,if you go to the security page on microsoft.com you will find a free 6 month trial
for a good free alternative i would highly recommend avast 4.7 free edition, this is what i use as it does exactly what it says it does,no bells and whistles, just a good all round anti-virus package
the problem with norton is that they are so hyped up in places like pc-world and all p.c magazines that people think they have the best software when they buy norton, how wrong they are
norton are really only good for 1)corporate servers and 2)banks and companys, but for the average home user it just overkill, unless you have about 3gb ram
however norton go-back is a good peice of software,i was very impressed with it when i saw it working on a p.c i repaired, but that was only based on the windows "system restore" function
i recentlly cleaned a p.c of spyware and was asked to install avast in place of norton anti-virus 2006 ,upon installation avast found 11 viruses that norton didnt detect, which didnt suprise me as norton uses totally different virus defenitions to normal free virus software
norton seems to go for more high threat virus while avast will detect everything.which in my opinion is a better way of detecting viruses,a virus is a virus ,good or bad,if it infects a p.c you dont want it on your computer
here is the links for the 2 anti-virus programs i mentioned before avast http://www.avast.com/eng/avast_4_home.html..................f-secure http://www.f-secure.com/protectyourpc/
good luck

It's true norton slows everything down.
I put norton on a second computer to see if it was slowing my other computer, it was.
Took norton out and i was back up to speed.

Are you sure your antivirus isn't doing a boot time scan or a scan on start up? Or an antispyware product? Or a combination of the two?
