The circulation section of a library contains books and other materials that can be checked out to library patrons.
A reserve section usually contains materials that can only be used in the library for a limited amount of time, sometimes you have to give your student ID to use them. Teachers will sometimes put required course readings on reserve.
p.s. You do mean reserve and not reference, right? Reference contains things like encyclopedias and dictionaries. They can also only be used in library and can't be checked out.
