It's a song from Gilbert & Sullivan's "The Pirates of Penzance" -- "I Am the Very Model of a Modern Major-General"

I didn't watch it, but it might have been "I Am the Very Model of a Modern Major-General" from Pirates of Penzance. From the line you quoted, that would be my guess.
