This quote actually doesn't exist word for word. It is one of those internet red herrings that has been around for a while....and making plenty of people go mad over it. It is worded just so to make you think you have heard it before. If you think about it long enough you can actually hear the character you're thinking about say it. None-the-less, they didn't.
It was posted somewhere on the net as a psych experiment. But, if you read the script it has been said in The Hitchhikers Guide to the Galaxy. So it was posted before the release of that movie in 2005.

You are probably thinking of "Charlie and the Chocolate Factory". I think it is when they are all talking about the Everlasting Gobstoppers. I think Violet Beauregard asks Willie Wonka the question and the latter is his response. I can hear Gene Wilder saying that for some reason. I could be wrong, but I have a pretty good memory of movies.
