Buy dozens and dozens of little halloween figurines--little plastic jackolanterns, black cats, witches, etc, and, along with candy, hide/scatter them around the house or yard. Give the kids pumpkin buckets and send them on a Halloween version of an easter egg hunt. I did this at my two year old's bday party using little plastic farm animals and "Milk pails". It was great.

Go to a local appliance store (Lowe's, Home Depot, etc.) and get some fridge, oven, washer/dryer boxes and cut a door and some windows in them. Set out a basket of markers and crayons for the kids to color on the "houses".
Not halloween themed but this is the best thing I have ever done at my son's parties...the kids loved it!

This is not really a Halloween theme, but it is a fun one. Wrap a small gift and keep wrapping it with different wrapping paper. Set the kids up for hot potato but pass the gift around instead. When the music stops, the child who is holding the gift gets to unwrap one layer. Keep going till the gift is unwrapped and the child who unwrapped it last gets to keep the "prize".

Blow up a bunch of black/orange/green/white/purple balloons. Decorate however you like, then when the party is nearing the end, have the children do a "Balloon Stomp". After they are all popped, whoever cleans up the most balloon scraps gets a prize.
It doubles the excitement of the party balloons that are already there and helps you with the clean-up.

Have a carnival Birthday party, set up little stations (like bean bag toss, face painting, balloon popping) and recruit some teenage family members to dress up like clowns and run the game stations. Lot's of fun...And get lot's of balloons, and brightly colored streamers. We did this in our garage and it went Great....

Go to Walmart or Kmart and buy a pinata and fill it with candy. Kids love it. Or you can but some water guns and divide them up on teams. Have them soak each other down. Don't forget to get some goodie bags.
