the GRE is the Graduate Record Exam. You must have this to get in to graduate school UNLESS the graduate school prefers the GMAT, LSAT, or MCAT. The TOEFL is the Test of English as a Foreign Language. It is ONLY required if you are studying abroad or are coming to an english speaking country from a country where english is not the primary language. They are NOT related. Check the requirements of each institution with which you are applying for admission! One can NOT substitute for the other.

The TOEFL and GRE are not equivalent tests. THe GRE stands for Graduate Record Exam and is your entrance exam for graduate school. The TOEFL is a test of your ability to speak English. It is given to foreign students to make sure they have the ability to understand and communicate with thier instructors.

GRE=Graduate Records Examination which you have to take in order to get into Graduate school for a Masters degree. TOEFL has nothing to do with GRE
