The thought just came to me. Is NASA responsible, or the European Space Center? Is there a rocket available to launch in a short period of time for a rescue mission?

Thanks.

The ISS is currently manned by a 3 person crew. At all times, there is a Russian Soyuz vehicle docked to the station should the crew need to evacuate. The Soyuz can accomodate 3 people.

yes there is enough supplies on the space station for two full crews for three months.... that gives plenty of time to launch a rescue rocket, which is already waiting for just such a problem..... but before the space station was built, they were dead in the water, so to speak.
