Technically they are allowed to in some places. It's interesting to note that the parts of the world which are most relaxed about nudity also tend to be the same places that have very low rates of teenage pregnancy and abortion. The US, on the other hand, has big hang-ups about nudity and also has one of the highest rates of teen pregnancy and abortion in the world - many times higher than Western European countries where nude beaches are commonplace.

First of all, you're lame for pretending to ask a serious question when all you really want is the titilatting rush of imagining topless women (obviously all the blood has already rushed away from your brain, because you are now incapable of proper spelling or punctuation). So stop being a smarta$$. =P
Secondly, it isn't really very comfortable to walk around topless, especially all day - it gets cold, she could get sunburned, and the constant jiggling and gravity can make her sore.
Thirdly, women get hassled enough walking around fully clothed. You get all the men in the world to stopping leering at young or shapely women on the street; THEN we'll talk about going topless.
Finally, freedoms can conflict: your right to walk around topless might interfere with my right not to have look at your hairy pot belly.
p.s. As long as we're doing away with double standards, how would you like it if ALL the women in the world went around topless? You realize that would include your MOM? and your 90-yr-old great aunt with the mole?

look,we have enough perverts in the world now, people who have no control over their sexual desires.The entertainment world has only increased this deviant need in these pervs, by allowing so much to be seen. The word you were looking for is "allowed."
In answer to your question, women's breasts are sexual organs. Unlike men's breasts which are not. It is not considered civilized to walk around with one's sexual organs in plain view.
