In the Armed Forces, Emergency Services, Police Fire and Ambulance, quite often a low ranking non-commissioned officer who has no managerial position, will take charge of a situation and show management skills far beyond those who should be in charge. Provided the person giving the orders shows skill in doing so, other officers, including Senior ones will allow it to happen. This is particularly so in Police Operations when an ordinary low ranking officer is armed. There is a saying 'The man with the gun is the boss' and it invariably proves to be so. I have heard junior officers on the radio telling very senior officers to remain silent and not to interfere or otherwise all communications would be cut. It worked in all cases..........Of course they were very soon recruited for a managerial position but the fact remains.......................

They can be a leader by setting a good example and being a mentor to people in their organization. They can do this even if not in a managerial position.

even if you're the low level janitor who sets an example by showing up on time every day, being positive and making the right choices, you're a leader.
A leader is basically any person another will follow BUT they must also set an example that is to be FOLLOWED.

Sure some people can lead others but are not managers. There are people who know their jobs and are able to rely this information in a way that others can grow and prosper with theirs.
