Well First do get adaware or spybot and scan your machine for spyware. if that's playing on your machine, than it's a good bet the spyware is infected your machine.

Next you can add lowermybills.com 127.0.0.1 to your Hosts. file in c:\windows\system32\drivers\etc\hosts. file, that will redirect any calls to LowerMyBills.com to the loopback address and send them nowhere.

You should probably get the anti spyware Hosts. file from the website below. the site will explain it for you.

Delete your cookies, temp files, and temporary internet files.
Right click START, EXPLORE, open the COOKIES folder, delete everything in there, then choose LOCAL SETTINGS, delete everything in the TEMP and TEMPORARY INTERNET FILES folders.

Empty the DELETED ITEMS folder on your desk top. Then to be doubly sure, clicks TOOLS at the top of your browser, click Internet Options, delete cookies, delete files, clear history.

That should do it for you.
