Will I be penalized for submitting them to the same engines and directories more than once in a 30 day timeframe? Is there even any point in resubmitting for SEO reasons?

No, in fact it can be argued there isn't a point in submitting to them in the first place.
I am a professional search engine optimiser and I have never once submitted a website to a search engine. Submitting only tells a search engine where a site is, a job that is much better done by them following a link to your site, because you might gain some ranking benefit from the link, and because you only need one link for ALL search engines to follow.
There is no ranking benefit AT ALL from simply submitting a site!
If you want the engines to keep indexing new content the best thing to do is keep acquiring links to your site and update the content like clockwork so they can establish a regular crawl pattern for your site.

You never need to submit a site to search engines. Once you have a site, get a link from a few sites . The spiders will find the link to yours and index it. They will not comeback and spider your site regularly. The more content you add to your site, the more they will comeback. There is point to re-submit.

i do my own promotions and i can tell you that it helps to submit them.don't submit it just to a few try to submit your website to as many as posible because they will get hits(wich actualy they will help you going up the rank). i submit my websores every month.
There are some ways to improve your rank also with meta tags, page title, dscriptions on imgs, keywords for website and products. Also try to do some advertise for it and there are 2 things that YOU MUST DO:
one is a robot.txt file and link exchange
