Just hope the question has been written by a ESL student and not someone born into an English speaking family.
If these questions are from native Americans, then you can understand why the government doesn't think its educational dollar is being well-spent.
BTW - "english" is supposed to be capitalized.

I feel as long as a person understand the question, one should not break his head about the verbs, spellig etc. as there is no provision that only the question written without any grammetical mistakes or spdlling mistakes will be accepted

well i think if someone convey the msg accuratly then its not a big deal if spelling is not written correct, as english is not native of all places,

Can you write Hindi or Urdu or can you speak any of these languages.

Why?
Coz it's not your native tongue.
We are far more better than you coz it is our additional language. We are not interested in using it coz our language is much more richer in compare to English. It's just a communicating language that's all and it's OK for us to read any form of English as long as it is conveying its massage.
