The question does not make sense.
An element by definition has the same number of protons and electrons.

The S(=) ion from an S isotope containing 17 neutrons may answer your question if you remove the word element.

17 neutrons -----> an isotope (radioactive)
18 electrons-----> an ion
you are talking about a 2- ion of sulphur-17
