I have straight drag pipes on both my harleys. They are illegal in all states,I have been pulled over several times but never for loud pipes...Don't worry about the cry babies that don't like them...they probably ride rice grinders and their opinions don't count.Don't forget to rejet your carb.

The screaming eagle pipes you have are too loud for the street already. If you look at them, you'll see that they're stamped "for competition use only," or "for off-road use only."
Excessive and illegal exhaust noise is one of the reasons that people don't like motorcycles and motorcyclists. All around this country roads are being closed because people don't like to be disturbed by loud motorcycles. Putting loud pipes on your bike annoys others, and will only lead to more land closures.
Your question only asks about louder pipes. Not pipes which will result in more performance, or better quality sound. Just louder.
Please consider taking the money you would have spent on pipes and buy a one-year membership with the American Motorcyclist Association. They have a lobbying arm that tries to undo the harm that people with loud pipes do.
