If you lose a bet or match or something, you've lost best out of one.

The loser then says, "ok, best two out of three"

If they lose again, they'll say "ok, best three out of five"

It's a way for a loser to keep themselves in the game.

It's a sports term. When someone wins a set, etc. and you say "two out of three?", you're asking to play two more and whomever wins two out of three wins in total.

Usually, this refers to trying to win. For example, if you lose to a game of poker, you would want to play to get your money back. Since you already played a game, and if you won again, you would have to play one more game in order to break the tie. Therefore, you would have to win two out of three games in order to win overall.

Just like in the hockey playoffs, they play the best out of seven games, and they have to win four in order to move on.
