If the man does not produce sperm, then the answer is no (barring the use of therapeutic cloning).

However, this is not usually the problem, usually the man does manufacture sperm, but there is no sperm in the ejaculate. In this case it is very possible to conceive through IVF using a procedure to surgically extract the sperm. This is called Testicular Sperm Aspiration (Extraction) -- the variations on this procedure are MESA, PESA, or TESA. This will work for a man who has had a vasectomy, and even in cases where there are very few healthy sperm cells.

Good luck to you!

The sperm is the sex cell, or gamete. The gamete is different from other cells because it contains 1/2 of the genetic information. It combines with the 1/2 contained in the woman's egg.

So a man has to have sperm in order to father a child. His other cells won't work.

I've heard of men with low sperm counts but never heard of a man with zero sperm.

No. The only way is to go to a sperm bank. The only way other than that is to do a genetic analysis where they could possibly recreate his geno and dna to produce a sperm cell. However, I'm sure that they dont offer this service publicly yet, if they can even do it.

If he has NO sperm, then no.

If he has a limited sperm count, they can do some extraction and then insemination or invitro to achieve pregnancy.
