What does water have to do with power? They are two seperate things.

If you live out in the country, and have your own well and pump you will get some water through the pipes even with the power turned off. There is pressure in the system. Until all the pressure is relieved, some water will flow.
If you live in a place where you are connected to a municipal water system, the water system has nothing to do with your electrical system. Unless there is a problem with your water company, there should be no difference in the flow even if all of your electricity is dead.

There are several possibilities.
If you have an electrical fault, although very unlikely as for this to occur it would need to be more than one fault. It is more than likely your solenoid passing. Switch of the water and electricity supply to the shower and take the front off. The solenoid is in direct line of the water supply usually with, in this case 3 wires going to it. Take it out and flush it if possible. It might also be the seal is damaged. get a new seal if the solenoid isn't sealed or get a new solenoid if it is. They arn't that expensive. Good luck!

it could just be that the valce/gasket went bad on your shower faucet control.

either replace it or have a plumber do it.

turning off the shower at the main is no fun...

btw, the electric has nothing to do with water

I take it you are talking about an 'instant' electric shower?? If so it sounds like the solenoid operated water vave has stuck open, if this is the case you will have to have a replacement valve fitted.

Your water is run by pressure off a main water line. You need to find your shutoff valve to the bathroom, you should have one. If not, yes you will have to shut off the main water line.

If you live in the country, shut off your pump and let water run until it stops. I.E. the pressure equalizes

You have a shower unit that heats your water?
The on off valve is letting go and gravity is allowing the water to flow.
Solution
Replace the valve.

your valve has gone on ur shower unit.
basically buy a new shower, at todays prices its cheaper than getting a plumber.
if u do get a plumber in, get him to fit a shut of valve on your pipe, so u dont have to turn the water off to the whole house, only to that pipe. I fitted them on all my pipes leading to shower, taps, radiators and toilet. makes any future maintancence quick and easy.

Phone up the technical department of whatever shower you have & you'll find them really helpful.
Failing that do a search for "shower doctor" if your in the UK as they are really good.
