CHAVS stands for Council House And Voilet - usually kids from poor british working class families, they swear, drink cider, they are normally convered in Acne, and spread chlamydia amongst themselves

Little punk asses who wear Burberry and Lacoste. They generally hang around in groups drinking bottles of beer whilst spitting all over the floor and being complete wankers!
Average age from 10 to 20 at a guess. Also mostly unemployable.

It is indeed a British thing. It's apparently a kind of fashion, involving wearing apparel from certain brands in a certain way. It's unbelievably lame in my opinion, but no lamer than some of the fashion mistakes you see on any American street.
