Teflon, known to science as polytetrafluoroethylene, is a pain to work with because it's nonsticky in all directions, the pan side (the bottom) as well as the food side (the top).
So how do they get Teflon to stick to the pan? First they sandblast the pan to create a lot of microscratches on its surface. Then they spray on a coat of Teflon primer. This primer, like most primers, is thin, enabling it to flow into the the micro-scratches. The primed surface is then baked at high heat, causing the Teflon to solidify and get a reasonably secure mechanical grip. Next you spray on a finish coat and bake that. (The Teflon finish coat will stick to the Teflon primer coat just fine.) Works a lot better than the early Teflon pans, but you can still ruin Teflon cookware by subjecting it to extremely high heat.

Scientifically speaking, Teflon will not chemically bond to anything, but can be forced mechanically into small nooks and crannies. This slippery substance adheres to their surfaces once manufacturers sandblast them to roughen them, apply a primer, and embed the Teflon into the primer.

non-stick coating is like plastic painted on the metal. when over heated little bits may come loose and work its way in the food , leading to cancer.
Useing plastic utensils to stir with helps it to stay on longer, but usually eventually with age it starts to disentegrate. You may not even notice it comming loose at first.

If it does then why can it (the coating) in up in the food you cook when you scrap the food from the pan?

the same way in that a diamond can only be cut by another diamond? or chewing gum can come off with other chewing gum, or we as humans are made up of about 80% water, yet we are not in liquid form?
