there is a product called Navel Jelly (no joke). be sure to clean thoroughly before putting the bird back in the cage.

try lime away at your local food store in the cleaning section takes rust deposits off

An SOS pad will work very well, but don't just re-paint it. The bird could die chewing on the bars.

try coke, dr pepper/u can get some sand paper,rub the rust spots,get some spray paint,spray paint it any color u want.
